Government and universities chose Drupal. The rest of the web chose WordPress.
49.1% of US government sites and 34.1% of US university sites where we identified the platform run Drupal, against 4.4% across the wider web. Universities also run Rails at 12.9%, more than ten times the wider web. Both sectors are roughly three-quarters legacy.

Legacy here means WordPress, Drupal, Joomla and Magento. The census reads archived HTML without HTTP headers, so platforms that can only be identified from headers are undercounted.
