NVIDIA's Huang tells GTC Berlin Europe should produce AI, not only use it

NVIDIA says it is putting close to $10 billion into Europe, but gives no detail on what it covers.

In brief
  • Huang described AI as five layers, from energy up to apps, and said Europe should produce AI. NVIDIA says it is putting close to $10 billion into Europe.
  • Analysis: a buyer that only uses AI depends on every layer below its app. Three questions for vendors follow from that.

NVIDIA said in a live blog on 21 October that CEO Jensen Huang gave the keynote at GTC Berlin 2026. The three-day event offers over 100 talks, including ones on AI agents, robots and open models. Huang opened by naming nine European firms that work with NVIDIA on AI, among them Spotify, Porsche and HSBC. NVIDIA also said it is putting close to $10 billion into Europe's tech scene and works with over 12,000 partners.

Huang described AI as five layers, with energy at the base and apps on top. He said the base must exist before any model does, and that Europe should produce AI, not only use it. The post does not say what the $10 billion covers, how long it runs, or what the nine firms do with NVIDIA.

Analysis, not NVIDIA's claim: a buyer that only uses AI depends on every layer below its app. Those layers set cost, control and exposure. Three questions follow for any vendor. Where does the power and computing behind this service sit? Which model runs it, and can we swap it? What happens to our price if the computing supplier changes terms?
