The fintech sector is modern by birth — Nubank, Rappi, Mercado Libre built on current frameworks. Government and traditional enterprise carry significant legacy burden. SMB sector heavily WordPress-dependent, mirroring Southeast Asia's freelance-driven adoption pattern.
Modernization Velocity
Fast in fintech and new economy. Slow in government. Brazil's Pix demonstrates that government CAN build modern — but it's the exception, not the rule. Mexico and Colombia modernizing faster than Argentina (economic constraints).
Latin America shows that modernization follows money and mandate. Where there's investment (fintech) or mandate (Pix), modern infrastructure appears immediately. Where there's neither (SMB, most government), WordPress persists by default. The catalyst is missing, not the capability.
